Participating in Europe? Quite easy now! Starting 1st April (not a joke!) the European citizens’ initiative allows EU citizens to call on the European Commission to make a legislative proposal – but take care! To “call on” does not mean to “oblige” the Commission, and a “legislative proposal” is not the equivalent of law! Besides these subtleties, there are a number of other obstacles to overcome before facing real Commission civil servants and explain your project…

„Mitmachen“ in Europa? – Nichts leichter als das! Seit dem 1. April (kein Scherz) können die europäischen Bürgerinnen und Bürger per „Europäischer Bürgerinitiative“ die Kommission direkt zu einem Gesetzesvorschlag auffordern. – Doch Vorsicht! „Gesetzesvorschlag“ heißt nicht „Gesetz“, und „auffordern“ nicht „verpflichten“…und auch sonst gilt es, eine Reihe an Hürden zu überwinden, bevor die Bürger wirklich den Kommissionsbeamten gegenüber stehen.

« Participer » en Europe? C´est désormais facile! Depuis le 1 avril (ceci n’est pas un poisson), les citoyens européens peuvent demander à la Commission européenne de proposer un acte législatif dans un domaine relevant des compétences de l’Union. L’instrument qui donne ce pouvoir aux citoyens s’appelle « l’initiative citoyenne européenne » - mais attention! « Demander » ne veut pas dire « obliger », et « proposer un acte législatif » ne veut pas dire « prescrire une loi »…hormis ces subtilités linguistiques, il y a encore un bon nombre d’autres obstacles à franchir avant de se trouver en face de fonctionnaires de la Commission.
